The main winners were the Tories, who had their best results since 1992. The Lib Dems failed to make much headway.

Elsewhere the BNP doubled its councillors, including winning 11 seats from Labour in Barking. The Greens and Respect also made gains.

The prime minister has reshuffled his Cabinet to try to regain momentum after days of bad headlines.

The projected vote share if the polls were held nationwide shows the Tories on 40%, Lib Dems 27% and Labour 26%. Turnout is estimated at 36% – down three points from 2004.

DAVID CAMERON was given warning yesterday by a former leadership rival that his emphasis on green policies risked eclipsing traditional Tory messages on crime and discipline.Liam Fox, who came third in the autumn leadership election and established himself as an alternative candidate of the Right, said that the party risked being “tilted too much in one direction”. His coded warning chimes with unease shared by many Conservative MPs that Mr Cameron has failed to make a greater impact in the opinion polls as Tony Blair is beset by difficulties.

ASTROLL in the countryside would be regarded by most people as a harmless, pleasurable activity. But to health and safety officials in Leicestershire, it is fraught with danger.

Under county council guidelines, anyone organising guided walks is required to undertake a full ‘risk assessment’ before they embark on their hazardous expeditions.

This assessment addresses questions such as: ‘Are there likely to be overhanging branches or rabbit holes?’ and ‘Does your walk pass near a river, stream or canal? If so, participants should wear lifejackets.’

Thanks to the growing interference by officialdom, this kind of absurd safety consciousness i s now sweeping Britain, leading to endless restrictions and crackdowns.

                            Titanic Sinking

The sinking of the British luxury liner Titanic on its maiden voyage in April 1912 was one of the world's worst maritime disasters. In an interview with the British Broadcasting Corporation (BBC) in 1936, Commander Charles H. Lightoller, second officer of the Titanic, recalls what he saw as the ship sank beneath the icy waters of the North Atlantic. Lightoller was the most senior ship’s officer to survive the disaster.
